Ever since their inception magical beings have always had a strained relationship with the wizarding communities. It is not from absence of trying from either party, but rather misunderstanding after misunderstanding.

The Second (and First) Wizarding War did nothing to help this, and the divide between the two communities has only gotten worse. While meeting with the International Confederation to help rebuild the government, Minister Shacklebolt also requested help to strengthen the bond between wizards and nonhuman magical beings.

Magical experts (such as magical creature ambassadors, researchers, etc) sent from different ministries have set up a separate office for themselves in the Department for the Regulation and Control of Magical Creatures in an effort to help better the lives of beings living in Great Britain. The process has been slow going but successful, even in between everything else the Ministry has to deal with.

Some individuals however think that the process is going too slow, or not enough is being done – something that the survivors and victims of the First and Second Wizarding wholeheartedly agree with.

In the year following the end of the Second Wizarding War, the British Ministry of Magic has been slow to recover.

Much of the trust and faith within its system failed during the war and as such, most wizarding communities within Great Britain still do not trust it, even with Minister Shacklebolt at the helm of the reassembly process. That mistrust has done nothing to qualm the rumors of rogue Death Eater activity and the growing militant group of war survivors.

In 1999, Minister Shacklebolt requested aid from the International Confederation of Wizards to help Britain strengthen the bond between the Ministry and the native wizarding communities, in addition to helping the non-human magical beings. Officials and diplomats have been sent from all over the world and have set up a separate office in the Department of Magical Cooperation within the Ministry itself.

While the help has been appreciated over the last seven years from the foreign governments, the strain between the foreign attaches and British Ministry has started to show. Many Ministry workers believe that the attaches have overstepped and overstayed their welcome, causing unnecessary tension within an already turbulent government.

The end of the Second Wizarding War meant victory for most and survival for others. 

In the years following the war, St. Mungo’s starting offered one on one and group therapy sessions to help the wizarding community heal and grow together in a time of peace. While some of these people were able to deal with whatever trauma they may have endured, many didn’t, couldn’t.

Finding comfort in each other, they cobbled together the strength to ask the Ministry to ensure what happened in the last two wars wouldn’t ever happen again. That Muggles wouldn’t be left unprotected, that they were thought of just as much as their own, that they’re given more of a voice in how the government is run.

The Ministry, of course, assured them that legislation was being written, that new policies would be put in place in the near future.

Only that day never came.

The foreign ambassadors sympathized with them, but there was only so much that they could do as outsiders. Over the last eight years, it was easy enough for their patience and understanding to turn to anger.
