From my experiences with fae in other stories, one running theme has been their alien perspective. Though they may look similar to humans at times, and are well capable of conversing with them, assuming they share anything like their values, priorities, or worldview is a grave mistake. Even "good" fae have otherworldly reasons for the things they do. Is that the case here?
Pretty much except for the otherworldly reasons. Usually deals are done with the benefit of themselves in mind (that is, to say, the individual Fae and not Fae as a whole), which can be surprisingly as mundane as ‘this grants me access here’ or ‘now they have to bring me delicious pie every week or they owe me their fingers’.
Even when a Fae has a long, elaborate plan it tends to be mostly (if not entirely) self-serving.

Fae Facts
They're like rock facts. Only for Fae.
The magic that Fae use is the same fount that humans can tap in to. Fae, by design, are more capable of handling that magic and, therefore, have a wider berth of knowledge in the arcane. Some can even resurrect the dead or keep folks from dying.
Getting one over on a Fae is quite difficult, especially now when magic is just reemerging and so much information about the Fae has been lost over the centuries. There is some information for those who have interacted with humans - appearances in books and the like - but these are brief and exaggerated in most cases. Furthermore what works on one isn't likely going to work on the other. Brute magical and/or physical force rarely works out in the favor of the human, either.
If they even deign to answer you in the first place. A Fae can hide themselves from human eyes quite effectively and if they do not wish to communicate with you then they simply won't. There are rumors that this can be negated but most of those rumors entail that the wizard or witch has driven themselves to insanity's brink to be able to peek past the veil.
Fae are separated from human morality codes and, because of this, they can be good antagonists BUT they are not the villains of this AU. No one singular group is. There are kind wizards and asshole wizards. There are Hammerers that are just folk afraid of losing their livelihoods and there are Hammerers who use violent means to eradicate their problem. There are street magicians that are just trying to make a buck and there are those who are legitimate and just want to bring magic to as many people as possible. Ergo, there are Fae who are nice by human standards and Fae who are wicked by human standards (though neither really care what you think about them).
It seems that Fae are polyamorous in nature and even enjoy taking a human partner from time to time (though these interactions tend to be brief in nature, with the exception of a few cases of obsession on the part of the Fae).
Rococo Wizards character idea: Stage Magician/Performer who is a fully-fledged mage, but because they tie their magic into their performances they often get accused of being a no-good Street Magician. Hijinks ensue.
