Tannerâs important role in âScrutinizedâ (theory)
In the very end of âScrutinizedâ Tanner gave Luna the file which contains the information about the Blueblood Killer that she was looking the whole time for. It was also releaved by Tannerâs quote that he was actually indebted to Adam to find that information and bring it to him. Nevertheless he didnât do that because of Luna ( or there was also a possibilty that he copied that file which probably wasnât the case) . Furthermore, he quotes that Adam is â not a man you'd want to owe favors too" and added "But I suppose you're lucky I like you so muchâ, addressed to Luna.Â
So, we may conclude that Adam has a strong interest to find and maybe convince the Blueblood Killer to work for him. Then, there's Tanner who seems to be like an independent individual who, however, needed Adam's help to solve his unknown problem or business and he had become indebted to him to find the subject.
Tannerâs B.O.L.O. says at some point that heâs a âwanted murdererâ and the little information says that the police were looking him after âa murderâ. Â
So, there may be a possibility that he had only one single victim due to unknown reasons. If Tanner has only one, it could be also possibly be the case or rather the problem in which he needed Adamâs help (to escape or to find a safe place although the police wants to find him and know about him). Itâs also ineteresting that he quotes:Â âI admit, Iâm no master chemistâ which means he might not be a doctor or a real chemist and heâs only wearing that lab coat because of his image with the syringe or again due to unkown reasons.
Tannerâs motives through the game remain unclear since he is showing psychopathic character traits with the stalking and tries to get Luna although he helped her in the end (with an unsettling dialogue in his hide out).
To the fact that he actually found the information originally for Adam, he even quotes to Luna: "I happen to know some rather important people - people that know most evrything most worth knowing." which means that he didn't seem to have difficulties to find the information at all.
On the whole, it remains unknown why Tanner takes the risk to mess up with Adam, due to his quote that Adam is dangerous, even if there can be any consequences for him not fulfilling his duty towards Adam. This reminds me a bit of âJohn Wick: Chapter 2âł where we a have a similair situation between John and Santino with "blood oath" medallion  indebtedness. Though, Tanner seems very secure and independent from Adam (unsure if Tanner actually works for Adam the whole time) during the dialogue with Luna. With that, it can be possible that Tanner wanted to not only reward Luna for her impressive crime watch program and pay the highest respect to her, but rather prefereing Luna to find the Blueblood Killer before Adam does so he might explain Adam that she was faster than he to be not punished. This is also a remained question if Luna really impressed Tanner or if he only wants to be more competitve among the other subjects. Or he rather truly believed that it was only Lunaâs task and not Adamâs nor his to find the Blueblood Killer (it isn't confirmed if Tanner knew about the tragedy of Lunaâs cousin Sarah).Â
Furthermore, there is also the question if he let Luna go to only be prepared for their next match in the future game or having a real feeling of the highest respect for her (due to his hands were shaking and the fact that he didn't killed her and even helped her).
Tanner and Luna will stay enemies for sure and the question might also never be solved if Luna will leave him alone because of the win-win situation for both (Luna having the file and having a thought that she has indebted herself to Tanner not hunting him down, unless he wants her). In addition, also the question what Tanner real feelings are towards Luna (besides it probably can't be a crush). Plus, I don't think there is any canon nor sequel to 'Scrutinized' plot that they will team up to find the Blueblood Killer or work with each other against Adamâs gang. I guess, it's only a matter of time when âWelcome to the Game: Onlineâ will be released with hopefully more background stories.

Lunaâs boss has a connection to the BBK! (theory evidence)
So, in the beginning cutscene there is a picture which represents a talk between Luna and her boss about the laws and the case of the BBK:
On the second thought, there is a very similair resemblance of her boss to that guy who appears in the trailer of the âRides with Strangersâ, an another game from the âWelcome to the Gameâ universe, which is paused for years:
Coincidence? Iâm not sure but I hope that Adam may give us answers to that connection, and also a resolution who the BBK really is.
