Edward at this point in the story has *some* feelings for Lilith. He hadn't come to terms with it yet. He's still a narcissist, so his love isn't the most healthy, but he does value her and sees her as his partner to an extent. Later she's his equal, but it takes years of them getting to know eachother to get to that point.

During a meeting with Penguin at the Iceberg lounge, he realized he might have been in love with her. She practically worships him, and adores him unconditionally. What better partner for a narcissist than one that can take all of him and even asks for more. That night he realized he saw her as more than a means to an end, but maybe even someone he could be vulnerable with and look forward to seeing. Platonically, with benefits, and without a title (because he doesn't need anyone. Wink wink)

At this point, Lilith had explained to both Edward and Penguin about her father Alejandro, the owner of the church of Alejandro. A cult leader who changed names as often as he changed clothes. He'd been selling miracle drugs to people, and using it as a front to sell weapons around Gotham. Due to Alejandros following, no one would've believed him if he exposed Alejandro. Not only that, but goons from other rogues were turning to support Alejandros evangelic agenda. Penguin learned that Lilith was one of his bastard children, and wanted to use her to snuff out the competition.

Lilith genuinely loved Edward (obviously) but she is also very touchy and affectionate. She is very much PDA motivated and Edward only hates it when he's in public. He has an image to uphold! But in private he eats it up.
