Just saying I've dealt with many forms of the nicknamed 'scareware.' If the problem persists for a long amount of time a system restore may be necessary to access anything else. I've seen a scareware virus infect a computer and spread through almost everything. They couldn't use the internet until a system restore was done.
well just don’t assume one thing is the other without doing research. with this “virus” is actually a sort of ransomware called reveton. simply force restarting, pressing F8 a few times and booting in safe mode to do a full scan with malwarebytes would get rid of it. if a keylogger was packed with it, you're kinda screwed no matter what so you'd probably want to get your computer checked by a professional

also, not to freak you out, but the reveton virus is known to also run keylogging malware in the background that's hard for most antivirus or anti malware programs to detect so your best bet is to have your computer checked out by a professional if you value your passwords/personal data at all
