There’s a fic I’m p sure it was called something Manhattan but basically it was Steve not handling the fact Tony is gone at all. He basically realizes with the time stone there’s a every chance he can make a world where Tony Stark lives instead. He’s failing every time bc Tony would always sacrifice himself for the world. Hes told by people this is a lot of dedication for just friendship and guilt and realizes through all the times he’s tried it’s not just because hes guilty but because he’s heartbroken and in love.
Let me know if you need anymore details but this is all I have at the moment. I’m genuinely worried the work or the author has deleted their account because I’m sure I saved it but I would be thrilled to find out I’m just wrong.
