Under D&D rules it is possible for arcane spellcasters to lose their powers. warlock’s who break their pact with a patron loses all spellcasting/capabilities gained from that patron so a level 20 warlock loses everything and may have to start over with another patron. Wizards if they lose their spell books can only cast what they have memorized and if they forget those through madness must replace their book and ALL of their spells, and possibly relearn lost/forgotten studies depending on the DM
I mean on a technical level if he was a high level caster he could write high level spells back into a new spellbook unless his madness and time away from magic made him forget how to do high level spells, or unable to safely do them due to spotty memory. Plus if he’s poor he won’t be able afford the spell scrolls let alone the supplies to write it back into his new spellbookVery interesting! Yeah, I feel like Caleb-the-terrifying-child-soldier couldn’t have been just a level 1 or 2 wizard, so maybe he was more powerful. He does have a photographic memory, but 10 years is still a long time, especially considering the emotional state he was in at the time.
