If I have Rattlechains on the field, can I cast Hopeful Eidolon with its bestow cost at instant speed?
No.
Partway through the process of casting Hopeful Eidolon, after you’ve made the choice of alternate costs to pay, the game checks the spell’s legality and sees that Hopeful Eidolon isn’t a Spirit spell anymore and thus it can’t be legally cast at that time since it’s not a time that you could normally cast an Aura spell.
Drafted twice this Tuesday! The BR deck was for the first draft, and I won 3-0. All the synergies were great, and man is that Sin Prodder a hoot. I didn't get to activate any of the Westvale Abbey's abilities, but I had fun having it on the battlefield, seeing my opponents terrified. The two Tooth Collectors were also amazing. For the second draft I decided to be experimental - I built a Rise from the Tides deck. Which was sad, because I drew neither. Rattlechains was great though, and so was Thing in the Ice (which caused my opponent to scoop as it transformed). I finished 2-1, losing only to a crazy mono red burn deck, which was just too aggressive for my build. This format is really great, I can't remember when was the last time I enjoyed Magic so much.
Does Rattlechains allow me to cast spirits with Bestow for thwir Bestow cost at instant speed?
No.
When you cast a spell for its bestow cost, it becomes an enchantment - aura spell. It’s no longer a creature spell at that point, and thus not a spirit spell.
Shortly after you choose if you’re going to pay an alternate cost to cast the spell, i.e. Bestow, the game checks to see if the card is being cast legally. Since the spell no longer has flash (or the ability to be cast as though it does), then casting the spell is illegal and the casting is rewound.
