Once a friend and I made a spreadsheet of "who had the braincell" in each episode. "Braincells" could be in multiples, no one could have it, or they could be split ("this character had 1/3rd of the braincell").
At the end of it all, Louie had the most with 18. This was definitely biased as heck, but Louie seems to be the most generally grounded in common sense, even with as many times as he's blown people up or jumped off tall trees.

Louie has a secret arsenal of toony weapons just stashed away, which is where his bear trap in "Shrunken Heroes" is from. He just doesn't use them often because he either forgets about them or feels like he doesn't need them.
