Wilbur was always collateral damage (/rp)
I saw a post discussing how Punz killed Wilbur 2/3 times - despite them not having any canon interaction - and while that is funny, it got me thinking about the implications.
When Dream went on his tirade about Tommy being the linchpin to the server's attachment, how he needs Tommy alive and how much fun they've had together, some people pointed out Dream's declaration of war. In it, he emphatically calls out for Tommy, while Wilbur, the actual leader of L'manberg and the revolution, is mentioned almost as an afterthought. Even Dream's mocking "L'man-child-berg" speaks to a focus on Tommy (the child) above all else.
Dream and Tommy are (to each other) antagonist versus protagonist. Tommy is a normal person and doesn’t think that way (i.e. refusing to see Tubbo as a pawn), but Dream fully does. We see in retrospect that his fixation on destroying L'manberg was secondary to his ploys for control; of the server, yes, but also of Tommy himself. Tommy's life needed to be in Dream's hands and he took it three times over. (Twice in the context of L'manberg.)
So how fitting is it that Wilbur (the actual leader, the person Tommy followed) was killed twice for war, just like Tommy, but both were done by Dream's mercenary. Wilbur needed to be taken care of at times, but he was never important enough to be handled by Dream himself.
The fact that Wilbur died exclusively by Punz's hired hand (other than the final Phil death) fits perfectly. While to us he was a complex character - a struggling ex-president - to Dream he was simply a temporary roadblock. He stood right in the way of Dream's ultimate goals and his life at any given moment was just a loose end to tie up for some extra expense.
