I'm going to answer this question from a social programming perspective, as you didn't ask about a specific form of programming. The government tells society who to hate, what religion to hate, what kind of people to dislike and oppress, who is out to oppress you, and take your 'rights'.
It keeps people obedient, in the way the population is too busy fighting among themselves to see what the government is doing. The government elite are the ones who are doing the taking, and dividing.
Yes, males and females are socially programmed differently. Women are supposed to be feminine, slim, sexual but not promiscuous, smiling all the time, warm, friendly, etc.
Men, are supposed to be strong, stoic, physically fit, hard working, sexual in the strength based area, and no one cares if they are promiscuous, as it's a sign of masculinity. (Women want to be dominated sexually.)
I'm not certain about your question about transgender people. They are in one of the many groups that society is conditioned to hate and ostracize.
