Stupid Demon Slayer AU I had
Muzan is able to yank the souls of a good majority of Demons (AKA most to all Moons and ones he found useful) from Hell where they are repenting and redeeming themselves.
Each Demon is in a different state of redemption, some basically almost redeemed and about to be reincarnated, and some having a long way to go.
Ones like Douma are half way, mostly due to determination for him more than anything and then ones like Kaigaku, who barely did much as a Demon in the first place. Obviously Azaka was almost fully redeemed and was about to be reincarnated with his wife, so Muzan stole him from that.

The Demon Slayers were also reincarnated during this time due to a balance that is needed and instead of trying to kill the Demons, they actually try to get them out of Muzan’s grasp. They are just humans right now, after all. Just trapped by Muzan by fear and the knowledge of their past deeds.
