As much as I dislike Pucca’s redesign, this video is probably the only exception to that~
It’s fun, it’s very cute, and it’s honestly great marketing, in my opinion. Every time I watch it (which is a lot if I’m being honest haha), it genuinely makes me want to get on the next plane to Korea, pfft. I do still think that if VOOZ had made this video using Pucca’s original 3D animation design from 2002 it would have been way better but regardless, this video is honestly wicked and I love almost everything about it!♡

Have We Ever Seen Tobe's Ninjas Unmasked?

Okay, okay... um... To my knowledge, I don't think we ever have, no. I think the closest we get to seeing Tobe's gang without their masks on is in the season 1 episode 'Surf Ninjas,' where we see that one of his crew is either possibly a girl, nonbinary (genderqueer), trans, or, at the very least, fem-presenting!
This actually isn't the first time we see Tobe's crew dressing in a traditionally feminine way either! As we see in the season 1 episode 'A Leg Up,' two members of the gang (with one of them possibly being the same individual we see at the beach) are wearing nurse uniforms that are tunic dresses instead of modern scrubs.
They do appear to be slightly embarrassed at how revealing the disguise is, but in my opinion, they don't seem to have been forced to wear them and they generally don't appear to be having a bad time doing so, haha!
Now of course, I understand that both of these examples are harmless jokes, not intended to be taken too seriously. However, I do think there's room for speculation here. Like, I understand that these gags are an example of "it's not that deep." But let's give ourselves permission to analyse them a little further, let's have a little fun...
At least two separate times (with one of them being off the clock, mind you) we see that at least one member of Tobe's ninja gang is either a girl, potentially nonbinary, maybe even possibly trans, or simply fem-presenting with their gender expression; regardless of whether or not they take off their mask. I think these details add a lot of potential to them as characters! These details also say a lot about Tobe. In the episode 'A Leg Up' Tobe doesn't even seem to bat an eyelid at the two members of his team wearing dresses. He either knows that they are girls and he doesn't mind. OR he knows that they are fem-presenting, possibly trans, and/or gender nonconforming, and he simply doesn't mind. Both explanations offer a slight glimpse into small, yet notable, aspects of who Tobe is.
Whichever explanation you prefer, I think the writers (intentionally or not) did a great job at demonstrating Tobe's blasé attitude towards gender expression, gender roles, and gender identity! It's very fun for me to imagine Tobe being the same little menace to society he has always been, whilst also being an active and loyal queer ally in tandem, haha!
I apologise again for being so late getting back to you, I would have replied sooner had I seen the notification but I must have missed it, so that's my bad/).(\ I know I went on a slight tangent here with my reply but the simple answer is unfortunately no, I don't think we've seen Tobe's crew without their mask. However, we are given little clues as to who they could be, thanks to Pucca's typical slapstick humour and if we allow the gags to be "that deep," even just a little~
