Giving Movie!Tails a jetpack is certainly a choice. (Arm cannon is right there if you needed a toy idea. π)
I remember seeing someone comment that Tails' ability to keep up with Sonic was the foundation of their friendship in the first place. (Different continuity, yeah, but by the third movie, Tails shouldn't already feel like his presence is shrinking considerably. And he's a main character.)

Considering the movie had already come out (& I haven't seen it yet) I'll refrain from commenting on what's happening in it for now
But whoever said that about S&T's friendship I totally agree. Sonic wasn't initially interested in Tails (according to the Sonic 2 manual), he just let him follow him, he didn't really care. They had only become friends after going through the whole adventure together (That's why I said that one time that the first movie should have been about Sonic & Tails instead of Sonic & Tom hahaha)
That's why Tails (imo) is Sonic's first long-term friend. Sonic sucks at commitment. (Obviously Sonic is very friendly but he doesn't really keep in touch. That's why I'm specifying the pong term part) Only someone who themself was willing to commit to the same lifestyle as him (even if for a time, eventually Tails ended up settling down & getting a bunch of labs, but by that time they'd already bonded enough) could actually get through to him.
If Tails didn't have the ability to follow Sonic, he would have most likely been just one of the many people Sonic helps on the daily. There's a good chance they would have never met again.
Additionally, that's why when they were coming up with a love interest for Sonic they made a girl who would chase him down herself. Because Sonic is not gonna come back for you. He's not gonna bring you flowers while you sit on your ass. He's just gonna go on living his life and if you wanna be in that life you need to put in the work.
How did Knuckles end up here? Well that one might just be destiny lol
