Another point for "Gale said something kinda harsh in private but he's right and then he's nice about it."
Katniss agrees with Gale that it's a little silly, how much she cares about the Prep Team and can overlook their participation "prettying her up for slaughter" because she associates them with Cinna. Gale is right and he should say it, Katniss knows that.
But she points how they are similar, and he does warm up to them. However Gale may feel about someone's political history, he's a nice person, and they're on the rebel team now, after all. When Katniss brings the Prep Team to lunch, Gale doesn't reject them at all. He welcomes them just like the rest of his family. He tells Octavia, who's on the verge of tears, that if she really wants to impress Posy, she'd have to dye her skin pink. No mention of how silly dying one's skin is, as easy as that would be. He tells Flavius to eat the stew fast, since time doesn't help the texture. When the dining hall is awkward, he keeps the conversation steady, light. He has seen what Katniss sees and doesn't want the Prep Team to feel unwelcome.

Okay so you hate the prep team but then you say you love Cinna. It doesn't make sense to love Cinna but yet hate the prep team, when both people were responsible for preparing Katniss for the games. You can't play favorites like that.
Actually I can. The prep team were a bunch of vapid bigoted idiots, who relished and were employed in the operation of the Games. They didn't care for anyone and anything past their own selves, and even their care for Katniss was self-centered. Cinna knew what he was taking part in, he acknowledged the Games and the people of the Capitol were despicable, and from the start he was actively working to fight against it. Even before Katniss became a symbol of revolution, he still tried to help her, he acknowledged her hate for the Capitol, and he genuinely cared for and loved her. There's no comparison between Cinna, who was tortured to death because of his actions against the Capitol, and Venia, Octavius and Flavius.
