Personal theory about pmd Celebi is that she's supposed to be the guardian of Treeshroud Forest's time gear.
There's a standard palette Celebi available in explorers of time but only in the post game, after you defeat Darkrai.
So, I'm thinking that Celebi is Treeshroud Forest's guardian, who had been trapped in a nightmare until the player defeats Darkrai. Being a mythical, a low level god, it was able to survive this.
But, given the widespread reputation that Treeshroud Forest is unguarded, that gives me one of two impressions: that original Celebi hid after its time gear was discovered, guarding it from the shadows, or it has been asleep for a very long time.
Had there been time flow, a reason to guard it, Celebi would likely would have inherited that role. If she were to go back to Treeshroud Forest after the timeline is restored, she might find some pokemon there happy to see the Voice of the Forest herself.

i'm replaying explorers of the sky and i love how dusknoir despite all of his theatricality is in general very careful to waste less energy as possible and to ask literally everyone for help. like let's involve an entire village in order to catch my enemy. let's ask dialga if he can help me to stop celebi before she manages to send grovyle back to the past. searching for grovyle and hero before they reach the hidden land? no let's directly wait for them there. i mean yes he is very flamboyant with his words but factually he seems to have nothing to prove to his boss and to be very efficient with his work. then of course he fails spectacularly but that's just because he is a pokémon villain
truly a master move from pmd explorers of time/darkness/sky to make the literal grim reaper terrified of death <3
