Maybe Kylo is a bit naive when it comes to omegas and their behaviours! He's never had much experience with them before--in fact, Hux is the first omega that he has ever met! Mitaka is the second one, of course.

Hux and Mitaka are having a good ol' nap in Hux's nest as Kylo and Phasma have a cup of caf and discuss their adorable mates. Phasma helps Kylo out a lot when it comes to reading omega behaviours. She's been with omegas all her life, courting them, but Mitaka is the one that she is bonded to. They've been bonded for years so she knows him so well and she's happy to help Kylo be a better alpha for her beloved General!

And having another omega nearby definitely has health benefits! Less stress and all that! And Kylo is all for Hux being healthier, and Mitaka definitely encourages Hux to eat better and sleep more.

I can find more than enough character basis or motivation for both Mitaka and Phasma to build a ship:

Phasma certainly cares a great deal about her men and places a great deal of confidence in their ability.(Assuming you don’t think she’s a Resistance Spy or Snoke Agent.)

Mitaka also is a lot braver than people give him credit for in fandom I think.He’s the guy who AFTER seeing the tantrum, when asked, “anything else?” Steels himself and completes his damn report.To me that says bravery at least, if not imagination, and that’s how I’ve depicted him in the one Drabble I’ve written with him in it, even if that was more for humor.

Respectively Phasma is third in command, and Mitaka is, technically, probably fourth. (Based on the TFA novelization pointing out he mans the console that’s essentially the central station for the entire Finalizer.)

They’re both, therefore, competent at their jobs.

IF you support Phasma being open to fraternization, and IF you support the idea of Mitaka being ambitious, and not easily intimidated (because Phasma IS intimidating) it certainly has enough character support for a ship.
