The Fault In Our Savings
There’s something wrong with how the President defines the word SAVINGS.
By his definition, they identified projects that are not moving, cut its funds, defined it as “savings”, then he transferred them elsewhere. He made it seem analogous to having extra money in the household so you can buy some meat. Not exactly accurate. It’s actually more like this:
First born is not doing well in school and might have to repeat a year. You cut the funds you initially allocated for his education, call it savings, and bought something else for the household.
As a parent, I know better than to do this. I’ll be breathing down my kid's neck to make sure he understands his lessons or I will reallocate some money elsewhere to hire a tutor.
'USE it or LOSE it' is not the correct phrase here. It's USE it properly or I'll MAKE YOU USE it properly. All projects are important regardless. If you cut projects midway, they're dead.
Savings is when all obligations are complete but you still have extra money afterwards.
And no, we haven’t even assessed whether the recipient projects used the funds efficiently or not. Is it possible that the money passed thru corrupted hands? Did you really use the money that was intended for your son’s education wisely or did you use it to buy booze? Hair grower, perhaps?
The most bothering thing about the DAP is that its top senator beneficiaries were also the same people who were indicted on the PDAF scam. Excuse me? Stop making excuses and bring the accounting books out.
