Yellow and Papyrus are not the same, they are exaggarated, comedic and hilarious, but they doesnt have anything in common
just because Toby wanted to make Papyrus a creepy guy at first, because Papyrus is based om Dedan, doesnt make him similiar. He is smart, intelligent and act only like goofball, because he wants to be liked. Its his personality just like sans is a comedian. Yellow on the other hand is actually a funny character based on meme. He is cowboy because Asgore used to watch western media. But he is oblivious, exaggarated and just, sometimes, an idiot. while Papyrus knows exactly when to lie, when he has to act like oblivious, even though he actually knows a lot.
every UT/DR character is a silly cartoon person, because it all still is comedic cartoon like story
