In the Elder Scrolls universe there is a place called Orsinium, which is the city that Orcs live in , and it literallt means City of the Orcs.

Of our many defences against the outside world, Orsinium Major holds two. The first, Gortwogs shield, the entrance to the mountain tunnels. Steel and Orichalcum, designed to only seal tighter against outside pressure.
And the tunnels themselves.
Ancient and winding, a tangled sprawling maze, filled with things no scholars have words for. One safe path to the heart of us. And many others filled with nothing more than the hungry dark.
And it was this that would save us when the Third Dominion marched towards our gates.
Hmmmm. Thinking about this new information...So we know the empire protected orc refugees from Nova Orsinium and escorted them to safety.
And I wonder if perhaps the empire, facing down FURIOUS orcish ambassadors, tried to pacify them by giving them a new place to live on the basis of "There's already orcs there, they'll get along great!" without asking either the Iron Orcs who still survive there after centuries of struggle...or the Wrothgarian orcs, who not only had a vastly different culture, but now found themselves being dropped into an area that was already inhabited, with nowhere else to go.
I can only imagine the strife. The Iron Orcs being essentially forcibly colonized, reacting fairly naturally with hostility as outsider orcs mine the stones they see as sacred, yet grudgingly having to concede they have more similar than different, as the same old enemies eye them with contempt and distrust. Tusk-clenched teamwork, even as brawls and sabotage break out in their cities built on sacred spires, while the empire, far off and out of the loop, smugly congratulates itself for "helping the poor orcs find a new home among their own people".

Oh, interesting.
I finally found where precisely Orsinium is located in the fourth era. Craglorn. A surprisingly dry and rocky area but the interesting thing is, I had a headcanon for the new orsinium being a city high on a mountain relying on terraces for agriculture...and look at this:

Very interesting location though, seems warmer and drier than Wrothgar. It would be really interesting to see how Orc culture adapts to a much more arid environment. And I love the rocky spires, I bet they can build so much cool stuff here.
