Background history to now
Pre fall of the human
Papyrus was raised in the orphanage and his brother - a brother he didn't know he had - was the highlight of his life.
Second only to being appreciated to THE Undyne. Captain of the guard. Enforcer of Law and Peace. Iron fist of the King.
Papyrus as a kid always wanted to be a boss monster. To be like the idea of Undyne.
To be strong enough to do good. To lead. To make a noticable impact on the wellbeing of his fellow monster.
But the older he got the more the real world impugned upon his naive beliefs on how to go about doing that.
Might makes right. Gives the ability to lead.
Undyne wanted to make a warrior out of him, and that's what she did while his older brother watched helpless to stop what he could see happening to Papyrus.
At age 12 Papyrus made his first kill - a dog his apprentance master had allowed him to have the two years he'd been with her.
After that he steadily went through the ranks in the guard gaining Love and Levels, slowly losing humanity - the ability to actually care.
What keeps him going, what his primary motivation is, is his integrity - devotion to duty really.
The only thing he truely enjoys, knows how to enjoy, is fighting.
2. Post pacifist
When the human arrived he was actively challenging Undyne. With Frisk's help he was able to defeat her and claim her title of captain of the royal gaurd.
As captain of the royal guard he is the king's right hand man he's in a unique position to run... Basically everything.
He's the Secretary of War and chief protector of the royal heir (Frisk was adopted by the dreemurrs).
Due to their poor lifestyle especially after moving out of Undyne's home, he is insistent on providing the better things for his brother as his brother always tried to care for him.
To that end, he channelled a large majority of the reparations payed from the human government to the Royal Family into a stipend for each monster (scaling based on needs and value to the crown).
This allows him to dictate the business practices of monsters.
Dr. Alphys resents this strongely as she wishes to further experiment with souls and that is seen as a pointless avenue of study under Papyrus' administration.
This causes friction between the two however Papyrus has both the support of the crown and the gaurd granting him authority and also a tendency to deal with outright disobedience personally.
Since hitting the surface his brother's behavior and attitude has become concerning and disappointing.
3. Rps character development
Due to a sudden influx of skeleton monsters and timeline shanagins Orpheus - as his brother refers to him out of the timeline - has learned and is very interested in the concept of the lines.
He's met a few - Sen a healer he wishes very much to gain the trust and therefore possession of, Loke and Warrent childern who for some reason trust him and he has vauge notions of collecting into a private completely loyal guard inatead of the challenge for dominance ridden mess of the established order, Amethyst a crystal gem from a universe very different from his own, Charlie a cat monster who pisses him off to no end.
He wants to make things better for monsters and alliances and plotting to take over the surface world through economic domination is his general plan.
However he had Dr Alphys build him a demention hopper (d-hopper) and ended up on an extended vacation unintentionally out in the multiverse.
Due to the inaccuracies in the prototype d-hopper when he finally does return he'll find his timeline having been going on without him for several months, the stipends halted, and Dr. Alphys in charge.
Dr. Alphys isn't a leader sort. She's more selfish then that but her inattention has lead to her locked up experiments making a break for freedom.
Currently things aren't great in his absence, and they're deteriorating fast... But Orpheus will have a hard time regaining his authority in the eyes of the people.
Personality
He's very... Logical. Goal orientated. Demanding.
When he wants something he'll say my dear name.
He lacks empathy but a large reason he's what he is is because of his brother so he takes care of him.
Easily angered but prioritizes duty over emotions.
