Tarquin’s goal in life is to be remembered as a legend. Thus in order to obtain his legacy he has to control the narrative of his own story. His goal of taking over the desert is just fueling his desire to control the people and how they view him, using his sons both as pawns to keep himself in balance and a means to be defeated meaningfully, the climax of his story. In short, he is the DM of his own world railroading his “characters” into what he thinks is the best plot. However as a player, Elan is not under the same narrative ties as Tarquin. In fact, Eln also has influence on the same narration that guides them, and though he may not be able to completely stop the railroading, he still has his own autonomy over himself and his actions.
