When Julius is angry — truly angry — he typically deals with things by exterminating whatever it is bothering him. When he suspected that Reinhardt had feelings for Ishtar he didn’t bother simply trusting that she wouldn’t leave him for the general; he forbade her from ever speaking to him again alone on the threat of slaughtering him.
To quote the wiki on his personality:
His persona from then onward ( after his possession ) appears to be based on his own with his sense of self retained, as Loptyr’s possession of him was apparently not complete until shortly before his death, but strongly influenced by the malevolent whims of Loptyr’s influence on him. In this state, he was a highly charismatic figure, masking a cold exterior apathetic of the needs of others (except perhaps Ishtar), possessing immense cruelty, favouring abusing those in opposition to or of lesser power than him including his own father, and of having no tolerance for events not proceeding according to his desires.
Julius has a no-tolerance policy for things not going his way. He deals with anger by lashing out with violence, and when he wants to wind down from something infuriating he does it by torturing and tormenting everyone around him. He’s the type to quite literally go around pulling teeth and nails if he can get away with it.

Loptyr prefers to prey on children.
In the days of the old Loptyrian Empire Loptyr always took his Galle while they were young. Their physiologies more closely resembled those of manaketes than those of humans; individuals with major Holy Blood otherwise appeared perfectly human for the most part, give or take their clearly inhuman levels of strength or intellect or vitality, but the presence of Loptyr’s soul in his possess-ee’s body triggers a change. They’re descendants of dragons, after all — perhaps not directly, but it’s inarguable that they aren’t entirely human to be able to use the dragonstones bound within their weapons, and Loptyrian blood has much more obvious physical affects on the people that carry it than the other bloods generally do. If he takes them while they’re young and still growing he has time to mould their bodies a bit to make them a smidge less human and a smidge more comfortable for himself, even if they invariably suffer physically from all the inevitable illnesses that comes with both growing in a manner that they weren’t meant to at birth and the fact that major Loptyr carriers typically were just sickly people.
He owes his pointed teeth and ears and eyes and the frequency of his seizures to it. Julius is a thin, waifish, sickly little boy. He’s still a child ( or a young teenager, at the very oldest ) when he dies in the game. NPCs describe his eyes as hypnotic and discuss people leaving their homes and families on pilgrimages to the capital to worship him only to never return. Teeny puts it well:
“He… How can I put this… He has this odd charm which draws people to him… only for them to find that he’s colder than ice. He’s terrifying! If I didn’t know better, I would swear he isn’t even human…”
