I'm adopting the headcanon that it is used by Medicas. Anit does have at least one poached Medica in her team, after all.
Just because otherwise I really can't think too hard about Jess' liver surgery in Ink and Bone without hurting my brain.
And it then also allows for an extra layer of direct corruption: the Obscurist Magnus gets told about the Black Archives, the Medica Magnus gets shown this incredibly powerful, useful thing and told that if they spread it around, it'll get taken away and their patients will die when they could have been cured.
