At first she had tried to get a hold of Leliana. She had asked around the hold for a few hours. before a scout finally revealed that she was on business. That translated to either, mission, or keeping a close eye on the inquisitor under a risky situation. 

So she had gone to her second option, which was Solas. Who knew why. She thought the two had a lot in common. The nug and him. Both were bald, big ears, the nug sort of had hands. Which was really creepy. Those tiny beady eyes though. And squeaky sounds.

She had found it on her way back. Curled up under a tree. Cold and all by itself. The mother was probably long gone, it couldn’t be more than a couple of weeks old. so she had wrapped it into her scarf and carried it back to Skyhold.

Solas however, was not up for babysitting a nug, permanently, so she continued. Trudging those muddy boots up the stairs into the library. By then she had walked past the crowd there a couple of times, and it was becoming evident she was carrying around a tiny nug on her arm. 

Finally Fiona suggested to give the little thing to a woman who was across the room. With pale skin and hair of snow. It was worth a try. So Eluned approached the woman.
