Worth paying for cheap non-buying visitors?

I’m musing on this one but can’t quite decide.

First I should say that our site has just a handful of products but many, many pages of information related to our field. This is high quality and unique content.

Basically we don’t use adwords much. The keywords we’re interested in are hugely expensive and with adwords we’ve never really found much improvement in our sales (it may be bad adwords…
