It’s not that Ogata can’t dress himself nor that he doesn’t have other clothing is just that he happens to wander to the scene on his uniform (although without the uniform coat) on. Like that he stands out of course but Ogata pays no mind and simply continues on as he is despite occasional glances from the more appropriately clad crowd of Flash Fashion.
In the end he comes to realization that there’s no free food and therefore his presence on these premises is useless and turns around to leave.
At least is about to but then someone grabs his cloak - an enthusiastic lady with long curly hair.
“ Do you need something from me? “
