In regard to how everyone would react to the announcement, that would depend on when the emperor makes this declaration.

During the Banquet:

Ariana would be intoxicated at this point, having drank herself into a stupor because she could not stand the sight of her fiancé. If she was coherent enough to listen, she would have more than likely rejoice via whooping in an unladylike manner or wear a sleepy smile on her face as she rested in Nell's arms. She has to fulfill her duties as a member of the royal family, so she never felt anything towards Duke Crytear except him being an annoyance and an obligation.

She would rather lavish attention and love onto her precious, lovely Jewels than an ugly man anyway~.

I will try but as I have said before, I actually do not know that much about HSR so it may not make sense.

Bavilo/Trailblazer:

-He and Stelle(I'm gonna keep her as part of the possible plot) met for the first time in the train and pent minutes looking at each other as they realized that if it wasn't for Bavilo's reddish eyes, they would be each other's copy.

-Wanting to create a line between who he is to his empire and his new adventure, Bavilo started using the name Caelus but when presenting himself he would say something like 'I'm Bavilo but please call me Caelus'

-He actually takes a bit of time to trust his companions and those they meet in their travels due to how he used to be treated before and that Ariana, Roserice, etc only treated him well to use him.

-He has a soft spot for Stelle and has adopted her as his baby sister.

-Kafka reminds him a bit of Benela but considers her a more truthful and nicer version of his mother

-He is easily surprised by the things he discovers about each new place and people he meets(Bavilo started writing about the things they discovered and has been encouraged by his friends to post it once they finish their travels)

-Bavilo cherishes each of the people he has met during his travels but Stelle, March 7th and Dan Heng are the ones he is closer to

-Even after he returned to the empire, Bavilo keeps in contact with those he met and at some point they all started to visit him often(and since they were all beautiful woman and attractove man, it attracted the attention of certain emperor and princess)

-He knows that some of the people he met on his travels have a crush on him but he was upfront about not thinking he is ready for a relationship but would gladly be their friend

-Bavilo returned to Arbezella in the ball Duke Krystell is humiliated by Ariana

Universe:

-The Arzabella empire may act like they are the most powerful but that is simply in their planet because they aren't even in the top 50 of strongest empires in the universe

-The few times other royals have met Jaider, Roserice, Benela and Ariana they have immediately disliked them as their greed and lust were very noticeable

-Ariana is considered a persona non-grata in many planets after Bavilo informed their friends of her being looking for 'jewels' and how she treats her current jewels

The Jewels:

-They were neutral to Bavilo as when they joined(or were forced to join) Ariana's harem, Bavilo still hadn't returned from his travels but got curious seeing how often unknown people visited him.

-Efrit was the first one to approach Bavilo to ask him for a spar as Efrit could immediately recognise that some who visited Bavilo were warriors so after their first spar, they start sparing quite often and a few of Bavilo's friends join them when they visit.

-Jade was the second one to approach Bavilo, hoping to find some solace and peace by Bavilo's side and he found that and a friend.

-Haun was the next one, seeing that he heard one of Bavilo's friends playing an instrument and also because Efrit had stopped antogonizing him since he befriended Bavilo

-Nell was the one after Haun, deciding that he needed to up his training and joined Efrit when he went to spar with Bavilo and his friends

-And Raymond was the last one, mostly due to his curiosity about what the other jewels found interesting in the least liked prince of Arzebella

Hi my name is Danny Brit’ish 1800 Gentleman Phantom and I have flowy ivory white hair like Danny Phantom (that’s how I got my name) with purple streaks and red tips that reaches my mid-neck and warm brown eyes like limpid shits and a lot of people tell me I look like Ken Kaneki (AN: if u don’t know who he is get da hell out of here!). I’m not related to Nell Phantom but I wish I was because he’s a major fucking hottie. I’m a vampire but my teeth are straight and white. I have clear catboy skin. I’m also a wizard, and I go to a magic school called Hogwarts in England where I’m in the seventh year (I’m seventeen). I’m a goth (in case you couldn’t tell) and I wear mostly black. I love Hot Topic and I buy all my clothes from there. For example today I was wearing a black corset with matching lace around it and black leather minishorts, pink fishnets and black combat boots. I was wearing black lipstick, white foundation, black eyeliner and red eye shadow. I was walking outside Hogwarts. It was snowing and raining so there was no sun, which I was very happy about. A lot of preps stared at me. I put up my middle finger at them.

An Au where the Ares, Ariana, Bavilo, Haveron and Kamal instead of being raised by their mothers and father(if we can call it raising them except in Cryna's case), they were raised by their grandfather who decided that he wouldn't commit the same mistake as he did with his kids(which is said kids fighting for the throne and killing each other until only one of them is left).

Their grandfather, which I will name Cain, had always been a serious man but for his grandchildren he tried to be soft but at the same time strict so they knew that while they could be themselves while behind closed walls, they would have to act in a certain way in front of others.

Of course that Jaider, Roserice, Benela and Cryna still spent time with their children and were pretty much like their canon selves when it came to that(Benela was more emotional/mental abuse as Cain would have her killed if he noticed that she physically abused his grandkids) but while they believed their children were coming to be just like they wishes(except Cryna since she only wishes for Haveron to be happy), the kids had taken Cain's lessons in mind and acted in front of their parents like they disliked each other and trusted them and their plans(mostly in Benela and Roserice's cases) but when with their grandfather or far away from their parents, the five siblings were very united(Cain or Bavilo stopped Benela or whoever it was from killing Ares).

So moving up to canon time where Ariana decided to create her harem, in this she decided she would find the perfect man for herself and her siblings(she and Marker talk to each other but she admitted to only feeling friendship for him so Marker is trying to move on while he is a away as they plan to talk with Jaider later to inform him that their engagement would be dissolved but the Crytear family would still be the Secramise's family ally...basically Marker would end up being the Secramise siblings' brother and best friend) as if they planned to become the emperors and empress they needed a spouse beside them(would this be possible for all siblings to rule the empire? Probably not but this is a fic so it can happen...or if the writer prefers one of them as the only ruler they can go for it).

First, she gathered some information and five people stood out from all the other possible options(if the writer wants to genderbend any character, they are more then welcome to it) and they fit each of their types.

And with that Ariana started her planning before approaching her siblings and grandfather to inform them about it(since she wouldn't continue with the plans if they didn't agree to it), Cain left the decision for his grandkids but advised them to first getting to know the five options as the information Ariana got could have been manipulated.

In the end, the brothers were interested in the choices given to them by Ariana and decided to give her plan a go(the writer can decide their own match up but in my mind the matches up would be: Ares x Nell, Ariana x Haun, Bavilo x Efrit, Haveron x Raymond and Kamal x Jade).

Basically, depending on the match ups the writer goes for, it is said sibling who does what Ariana did in canon or something that attracts the jewel's attention(because I would prefer for Jade to become one of the siblings' lovers willingly without any manipulations).
