So! I got these questions a while back and I’ve been thinking hard on how to answer this. In lue of trying not to mess too much more with Canon(which I’m assuming this is what you are talking about), I had briefly stated in this post about Luna’s childhood why she didn’t save her.
But I’ll go more in depth.

So at the point Eri was introduced to the siblings, Luna had pretty much distanced herself from everyone in the Yakuza and was working on trying to get away from her brother. And she didn’t know his plans at first until she starts hearing the screams.
She hates that she is still too weak to try and even stand up to him. She has tried before(Several times actually) but failed and always lost a limb and was forced to fix herself each time. Luna is also still scared deeply of him. She may act tough in front of him, but the moment he raises his voice and flexes his hand she instantly backs down.
However she does heal Eri when she can but she can’t remove scarring. She hates the fact that she is unable to really save her.
Once Overhaul is arrested fingers point towards Luna asking her this and she replies with that if you were in my shoes you know that I tried, and know that I suffered for it.
Whatever Luna does to try and help Eri always fails. She hates not doing more for her

I HC that Luna Chisaki(with Canon Kai) would actually be scared of being touched by others she doesn’t really know(or in general really)From what her brother did to her and its like she knows that no one else has his quirk but the thought still terrifies her. And the worst part she is actually touch starved, and struggles with both problems. Soo yeah-
A fun fact about Luna’s quirk-
She can in fact make herself not hungry or tired by undoing the affects on her using her quirk. However this can be deadly as while she may not feel it anymore, she would still need to actually eat and sleep soon less her body gives out and forces her to sleep. Its useful for staying up for days on end to do work. But it has its huge drawbacks. Pops would get on her about using her quirk like that as its not really healthy for her body.

So basically what I had in mind was that she was more so be an advanced Nomu, able to think on her own but the trigger phrase is gonna be would you kindly, making her lose control of her actions and only regain when it is completed. She had the super regeneration, and she has the quirk Hell Hound, which give her fire abilities such as fire breath, and fire control. She is also given several healing quirks to patch herself up and her pain receptors have been turned off by AFO. She usually stays in her room, staring at the wall and never moving from her spot. Emotionless and very loyal to the leauge. She has no opinion on heroes or villains, nor right and wrong. Since she was turned into one at a young age, she never learned such things. At the age of 10, she was already reading at college level and showed signs of high intellegnce. Now 20 she stays directly by Shigiraki’s side, or if he’s not there with Dabi or Kurogiri.

Oohh I think instead of having Luna as a hero, I think she would be more a vigilante like stain but attacks bad villains and also bad heroes. She works alone as well.

“We were maybe 10 or 11 at the time, and he told me that if I could protect him, I could be his loyal dog.” She gave a small shrug. “So I agreed. I hate his quirk. Well at first really. Then after being overhauled a few time, I lost the feeling of fear for it.”
“Call it resistance, or I maybe grew tired of it. Hell if I know. But I made a promise to boss to stay with Kai. And I am. As for Ms Luna.” She had a disgusted look on her face. “I would never leave my precious master behind. She didn’t save me. He did. So did his pops. So I stay with him. Even if he has no use for me.”
“I’m just a loyal guard dog.”
“As for Eri, if I’m not with Kai or taking care of dirty work for him, I usually watch her and make sure she eats. I don’t care for kids, but she’s the only exception that I’ll tolerate. She can’t really run away if I have her scent. Sometimes I might ask Kai to be nicer but thats it. I can’t just go up against him.”
