Not exactly. "Murderpants" (alongside "Jerry Wicked") are hired mercenaries tasked with the termination of humans before they reach the public's eye. They act as the main obstacle for the Ruins portion of HX!Storyshift and a reoccuring threat.
Papyrus is still "Toriel", although he never left Sans's side due to him being too "EXTRAVAGANTLY COOL" to let Sans do such stupid things as beginning a war. They share roles (Sans does all the inside jobs such as paperology and control while Papyrus does the "outside" jobs such as public image and interacting with the people)
