open that in like, photoshop or photopea and on the template layer use the flag as a mask and make it really little then save it as a gif or webp (you might have to slow down the gif speed. Or don't. i'm not your boss)

Do you have a base you're willing to share for the shiny flags and pixel hearts? I'd love to make some with my own personal genders since I'd feel bad requesting 50+ flags
Hi! I have a base I'm willing to share for the pixel hearts! The shiny gifs are a different matter though as despite what it appears the base is not a gif but rather a kind of tricky to work with psd, I assure you I'm fine with however many requests but I hope this helps you out! I use pixilart.com to edit it, you just open the file and then make a new layer underneath to add your flag!
