Like, just imagine the scene above of Roger racing to save Shakky, and telling his men they have no chance, so they may as well fall back is Luffy racing to the Dressrosan castle to fight Doflamingo, or Luffy competing with Kid for chibi dango, etc.
And in the second frame, where Roger's crew has overcome him and left him lying on the ground, and he apologises in a very Luffy-way ("I'm Sowwyy"), imagine it's Luffy after Nami or the crew has shown him the error of his ways (often in the face of similar bravado).
…And also in Garp. Garp comes charging into God Valley hurling cannonballs and all (his known enemy is Roger, BTW. He knows more, but I don't know how much he's aware of). But he's definitely a rogue company man who remains within his employer's limits, somehow.
Dragon, as well as Rocks, notices the new damage and threat.
Luffy also rushes in where angels fear to tread (even when they're right next to him telling him not to). It doesn't always have positive outcomes, and he also can put the lives of others in danger by acting impetuously impulsively even if it the mission has a strong moral purpose behind it (such as stealing, or appropriating the food for the village in Onigashima, or crashing into the castle at Dressrosa when first scoping it out with Viola and Zoro). Both he and Garp have this nearly unshakeable faith in their ability to change a bad situation to good without necessarily paying attention to detail. It doesn't happen all the time, but it does happen. And then we have this guy:
Dragon, doing his best to save these babies (Shanks and Shamrock).
Coming across Ivankov, and an arrowed Kuma, and Ginny. And I'm using the OP Scans translation (Dragon has to face the dilemma of saving the babies, and helping out, and endangering his men’s lives) rather than the TCB one (which says his troop was slaughtered due to Dragon helping Shanks and Shamrocks' Mum), because it seems to make more sense to me, especially with Dragon's superior's comment soon after, but I could be wrong. All of the people in middle right frame seem to have targets on their back, rather than uniforms, and look like civilians.
Anyway, Dragon saves Kuma (and the other future revolutionaries) from a Celestial Dragon who has them in his gun sights, and again, OP Scans seems to make it seem a lot more accidental, so Dragon more aware of his thought processes and the weight of his actions. Don't get me wrong, I'm happy that he saved Kuma, and all of the Celestial Dragons in the manga cap above are disgusting, but he knows the weight of taking a life. (However, @ninhaoma-ya’s analysis points out that Dragon is firing tranquilisers, and they’re right!). SO, who takes after Dragon (and who does he take after)? I don't really see Luffy or Garp in him (or Dragon in Luffy, despite Dragon being his father). Luffy would undertake a rescue mission for sure (like Garp, but incidentally too, like Dragon). He has a devil fruit, and I'm not sure if Dragon has one here, so that adds to Luffy's ability and confidence, although Luffy really cared from a young age.
But Dragon is all-levels-of-fallible here, and aware of it. It's a huge undertaking, and he's scared of everything that's going about him (and shocked. I'm guessing anger comes afterwards). Luffy went through immense horrors at a younger age, but, yeah, I guess that Ace, Garp, Roger and Luffy are like the powered-up super-heroes (good or bad) of the piece, and Dragon here seems to be so very human, and therefore very heroic because he understands the consequences of his actions (no action: the twins and other people die // action: his squad dies <-- this seems far more Oda-like. And Even if his squad has died, Dragon is aware of the effects of his actions in a way that seems lacking and often excused from Garp, and oftentimes from Luffy too (and also from Roger and Ace). Possible court martial too.
