Not to devalue your point, because I don't disagree, but I think it's already iffy even without that history. In canon, the "joke" is frequently that China is being emasculated; femininity as a character flaw. This isn't really seen with the few other female characters in Hetalia because, poorly written as they are for other reasons, he's being targeted by these jokes specifically because he's a man.
The history with both Chinese women and men and their treatment throughout history and portrayal in Japanese and western media is just the cherry on top of the shit cake that pushes him into the territory of racial caricature.
