Absolutely! Despite Frisk’s relatively linear path through the underground, it is a much larger place than they get to see. Through reading dialogue and seeing locations far in the distance, we can catch a glimpse of some of the places Frisk leaves unexplored. In addition to “the bay” you mentioned, there are a few other examples:

Frisk finds the toy knife on an outcrop overlooking the rest of the ruins. It’s clearly a sizable place considering it once housed the entire monster population. According to Froggit, this is where Toriel comes out of, carrying groceries.

In Snowdin forest, there is a house in the distance that Frisk never gets a chance to visit. What’s interesting about this house is that occasionally an NPC will exit the house, walk around, then go back inside.

In Hotland, this student mentions a school that Frisk never gets to visit or see.

The biggest example is New Home. While described as the bustling, overcrowded capital of the underground, Frisk barely gets to see any of it. To make matters worse, there is even an elevator that leads to the city, but it is out of order.
