Are characters without official flashbacks allowed? And are characters from non canon stuff e.g the movies ok?
As long as you have any canon reasoning for your headcanon flashback/backstory, it’s allowed! You just need to use the canon history to back your art/history up.
And yes, movie/special episodes’ characters are okay!

Hi! I had a quick question. In the Anime and Manga, there are some discrepancies between backstories, such as Zoro having more added to his when he finds the dojo in the anime, scenes changed, etc, or how Zeff doesn't eat his leg in the anime due to the graphic nature. In the case of the rule that you have to follow canon, does this mean Anime AND manga canon, or manga canon only?
You can follow either anime and manga, as both of them are canon in their respective platforms. Some people aren't comfortable with how explicit the manga is sometimes (Like the Zeff scene you mentioned), and that's okay!
I hope I haven't overlooked the answer, but if an artist was accepted, would it still be alright for them to sell the piece they made for the zine as a print/merchandise on their own?
That would be okay, as long as you don't directly link the piece with the zine!
