to make the icons you're going to need picsart — I'm pretty sure you can achieve the same effect with other editing apps, but unfortunately I wouldn't know how

select the panel you want to edit

select "shape", pick the square, put it over the panel and then change the color to the color you want your panel to be

click "blend" and put it on "screen"

additional tutorial for filtering:

go to "effects"

select "blur" and then "smart blur"

select "fx" and then "noise"

adjust both of them however you like them best

that's it !
