I SWORE Coconuts appeared in more the series.... he appears in like 17 or 18 episodes, I think? Idk. People should give him more attention, he's too damn CUTE.

In theory, aren't you playing as Sonic? You don't see Sonic, but all of the dialog is framed as if you are a character trying to stop Robotnik. You could argue that maybe you are playing as yourself, but the game over screen is in reference to the AoStH is giving a speech about capturing Sonic:

Really, I never thought about it super hard, but I guess Puyo is notable for making Arle interact with her opponents.

Even Kirby's Avalanche kept this.

My assumption would be marketing. Maybe they wanted the brand recognition of being attached to the Sonic franchise but didn't think Sonic himself would work because it didn't have enough action. Maybe they were trying to diversify -- by giving Robotnik and his cast of robots a game, maybe they thought they could branch out in new directions and capture more markets.
