Mark Center Saga Continues
by Stephen Gyor
The Mark Center saga demonstrates one of the potential perils of the Base Realignment and Closure (BRAC) process: poor planning which does not properly take into account the impact that massive military facilities can have on the surrounding civilian community.
The present acrimonious rumpus between the Army and the City of Alexandria, during which the Army blamed Alexandria's planners for giving their Mark Center the green light, would be humorous if it didn't involve so many Federal tax dollars.
It is ironic and sad that one of the main drivers for the Army moving out of nearby Crystal City, security, has been seemingly ignored in the disastrous decision to locate the building practically on top of I-395.
The decision by Army planners to ignore mass transit means that short of a multi-billion dollar metro expansion, (which is highly unlikely), the location of the Mark Center means that I-395's parking lot-like traffic will only become worse.
Given the significant investment already made by the Federal government, it is unlikely that the Mark Center will stand as an unoccupied monument to government waste for very long.
