From my unsteadied eye it looks like this infrastructure is part of Google Maps Engine (not Fusion Tables -- which I think of as a wee-bit unfortunate, if only because I like the way Fusion Tables makes sharing and viewing the underlying data more convenient than GME. But, it seems to me GME is much better about managing layers than FT. And all of those impressions may be technically wrong but that's my sense of the diffy-diff between GME and FT.)
