The white dust around him is his own dust... Also, the white on his arm and legs is completely dusted, hence the ribbon knot on his left arm and the visible bone on his right leg.

This was actually for a chapter that me and my friend collabed on! So basically, Me and Fire (My friend) wrote a chappie together and this was their interaction. The one on the Left and has both Dreamtale twins' crowns is Radiant, a version of Dream, after the apple incident. The one on the right is Traveller, a fusion mix godling of some sort of both Palette and Goth. To understand them better, please read Little Soul Destroyer and The Traveller on wattpad! P.S. Radiant is a child while Traveller is an eternal child. So they're both (technically for Traveller) children. Their relationship will develop into a familial sibling bond
