While the Magical Congress of the United States of America was originally based at the Woolworth Building in New York; with the recent reveal of the Wizarding World for the first time since the Salem Witch Trials, the President of the Magical Congress of the United States of America has recently gone up for Presidential candidate over all of the United States, not just the Wizarding World; thus the decision was made to move the MACUSA to D.C. so that they would be on more equal grounds to their Non-Magi counterparts.
With the rise of the awareness of the Wizarding world, there have been extremist groups develop on both sides; and rumors flying of an inevitable war.
