Oooof that’s a tough one. It depends entirely on the circumstances, these two are competitive as hell, but in a camaraderie-esque fashion.

Soap is ticklish everywhere and is ticklish as hell in general, the most ridiculous I-can’t-take-spine-pokes kind of ticklish, but at the same time his endurance is ungodly. He’ll be laughing his ass off, squirming, writhing, blushing, snorting, cursing (his accent getting thicker the longer he’s tickled), but he can take it for quite a long while like a true soldier. He also doesn’t mind getting tickled as long as the person doing it is someone he tolerates, not necessarily trusts, tolerates. If Alejandro would give his side a few generous prods, he wouldn’t even attempt hiding his reactions, and definitely would poke him back. Same thing with Rodolfo. Gaz would get a proper revenge from him if the time is right, that cocky Scottish bastard is always up for a tussle

While Ghost is… different. If he’s tickled by someone other than his beloved Johnny boy, be it a nurse during a checkup, or Gaz in a friendly banter, the sensation doesn’t register, so he basically feels nothing, just the touch itself. That counts for other people’s presence in general — Johnny is the only one who makes his body relax as if by command, so if there’s someone else in the room and Johnny tries tickling Ghost, he’d just look at his man, unimpressed, with a mix of disbelief and confusion on his face. Something along the lines of “seriously? you’re being that carefree? you know the rules, what do you think you’re doing?”. Even if Ghost can’t see the other person or is unaware of their presence, he still somehow feels that they’re there, so in this particular scenario he wouldn’t react to tickling at all.

In addition, he’s only ticklish on his thighs, armpits, feet, and his neck a little, mostly when it comes to Johnny’s kisses. Though he doesn’t like getting his feet tickled at all, so Johnny avoids this spot, only occasionally giving it a few pokes to ragebait his fine lad. It is kinda possible to get him on his midriff, but only a little bit, and usually by blowing raspberries there, a nice mix of warm lips, the vibrations, and tiny prickles of Johnny’s stubble. It would earn Soap a chuckle or a few proper laughs if he’s lucky, but that’s about it. Though sometimes it’s hard to say whether Simon laughs from the tickling or from how ridiculous it all is.

While on the other spots — Ghost cannot take getting tickled at all. Pain is easy since it’s a regular body reaction, aiming to indicate that something’s off, not to mention that he’s so used to it, breaking a leg feels like a minor inconvenience at this point. And tickling is an alert system screaming YOU’RE GETTING TOUCHED DO SOMETHING ABOUT IT RIGHT NOW which is basically impossible to ignore, especially when it’s intense. And oh boy Johnny knows where it’s intense.

They always end up in tickling tussles where Johnny is a cackling mess, and Simon is a huffing, grunting man with a look on his face like he just downed an entire lemon in one go (don’t worry, he’s having fun, he just looks like that). He’s good at defending himself, naturally, but he always has to hold back so his military reflexes don’t kick in, and he doesn’t actually hurt his babygirl (there were a few accidents), and Johnny wouldn’t be Johnny if he didn’t take advantages of this. His only hope of winning is to get Simon’s ticklish spots and not end up in some tickly version of a grappling technique himself. If he’s captured, he’s doomed, Ghost doesn’t hold back when it comes to teaching Soap a lesson, so he’d gladly tickle him for twenty minutes in a row, enjoying his laughter and pleas for mercy like some fine bourbon. It’s all for shits and giggles, of course, he would never actually cross Johnny’s boundaries. Not to mention that there’s always something boyish and goofy about their tickle fights, as it genuinely looks like not two grown ass men with serious occupations, but a couple of kids are fooling around, taunting each other, making bets, mocking, boasting, gloating… all while knocking down every single item around them.

Unlike Johnny, Ghost can only take tickles for several minutes before tapping out, so if Johnny manages to get, for instance, his armpits, and stay there for a while, Simon turns into a guffawing mess. His face flushes easily, and he starts kicking like mad, eyes watering from laughter so much that he actually got his man worried once or twice. Or thrice. Or every single time it happens, because tears start straight up rolling down his face one by one, and the poor Brit can’t do a thing about it, too busy laughing his heart out, making Johnny absolutely melt at the sight. He’d coo at Simon, teasing him in an affectionate, friendly manner, using their ranks, while going all out on the poor guy, tickling him like his life depends on it.

Now, to answer your question more directly:

Johnny offered to give Simon’s back a massage and sat down on top of him? Simon lost.

Johnny refused the morning cuddles on their day off and rolled onto his side, his back facing Simon? Johnny lost.

Scotland playing against England in literally any competition? Their battle will be legendary.

Although I think he'd let you restrain him if you asked him to, you would need to tie him up a little if you want free reign over his body. Otherwise he's always going to tickle you back. He's not the type to curl up either when you get him good, he's the type to fight back and try to get you to submit instead! Even if you squeeze his knees, it will never be enough. This is a friendly competition he intends to win! Tickle him all you want, this guy will do his darndest to overpower you. He's gonna use his hands, his mouth and his stubble to win, so he's not above playing unfair either!

But please do start a tickle fight with him here and there, he needs the enrichment! Blow a raspberry on his side, he's going to lose it and start clawing at you. He may be a worthy and fun opponent, but it's not impossible to take him down. You know the inner thighs? Or behind the thighs? Yeah, he may be a kicker, but that doesn't mean he won't give up eventually if he can't reach you anymore. But he fucking loves the time he gets to spend like this! In fact, he often irritates the people around him by starting tickle wars. Kyle is his favorite victim.
