A world in the near future where humankind depends on a supercomputer known as Sibyl to tell them everything from where they will be able to work to which areas of the city are most likely to have 'mental contamination'. In this world, using the Sybil System, it is possible to quantitatively measure a person's emotions, desires, and every inclination. In this way, it is also possible to measure a person's criminal tendency factor, which is used to judge criminals and keep the world a 'safer' place.
Those deemed as having a high crime coefficient yet still useful by Sibyl are sometimes given a second chance - to work at the Ministry of Welfare in the Enforcement Division, responsible for the apprehension of criminals. It takes a beast to catch a beast, after all. Those that keep them in line belong to the Supervisory Division which oversees their colleagues in Enforcement. Together they work to keep the balance in this world that is already teetering on the edge, whether anyone wants to admit to that fact or not.
ᴀ ᴘʀᴏᴍɪsᴇ ᴡʀɪᴛᴛᴇɴ ɪɴ ᴡᴀᴛᴇʀ. Muse A and Muse B used to attend university together, the two of them close as either friends or lovers. Their paths parted at graduation, Muse A getting a recommendation to join the Ministry of Welfare as an Inspector, and Muse B getting a job elsewhere. Despite their efforts to keep in touch, both of them were busy with their jobs and lost touch with each other. Until their paths crossed again in an unexpected way. Muse B has been determined as having a a high crime coefficient and Sibyl has passed judgement. Muse A is the one standing in front of them, being told to pull the trigger.
path 1. Muse A talks Muse B down long enough so that the directive they are given is to get Muse B into intensive therapy by knocking them out, rather than eliminating them on the spot. While being kept in therapy Muse A constantly visits Muse B, in an attempt to reconcile their actions. Eventually, Muse A comes to Muse B with an offer. Join the the Ministry of Welfare as an Enforcer, under their supervision, or spend the rest of their life in the glorified prison that their 'therapy' is. Muse B accepts.
path 2. Something unthinkable happens - Muse A, who Sibyl has never once thought would take such an action, disregards the orders and tells Muse B exactly which streets to take to safety, and the location of a safe house that they have outside of town. Muse B follows these directions, and Muse A goes back to their job to be reprimanded, the stress never once affecting their crime coefficient. They are one of the few that are not able to be judged by Sibyl, and now the Ministry of Welfare knows this. They move to take action and dispose of Muse A, but Muse A is able to escape to safety along with Muse B. They're on the run together both deemed as outcasts - one criminal and one abnormality.
path 3. Muse A follows Sibyls orders, as is expected of them and disposes of Muse B. This puts an amazing amount of mental strain on them, as they were not able to save someone close to them. Enter Muse C, their coworker as either an Enforcer or Investigator. Muse C sees Muse A slipping and their mental health worsening. Despite their attempts to warn Muse A that they should get treatment before it's too late, Muse A eventually gets a crime coefficient that is too high - and is forced to work as an Enforcer, rather than attend therapy. Where will this change in dynamics leave them? Is it possible for Muse A to eventually come to terms with following orders with Muse C's assistance, despite the fact that they will always be an Enforcer now, labeled as a criminal?
