Paibara refers to ki by using the foreign English word "spirit." Meanwhile, Goku and the others use the Japanese term "ki" instead of "spirit."
So, Spirit Control is literally Ki Control. Paibara is just saying it in English & it's supposed to sound foreign to Japanese readers. It's like how Dr. Gero & Cell say "energy/enerugi" instead of "ki." They have a scientific perspective of "spiritual energy" rather than a spiritual understanding. Or how Toriyama wrote for Vegeta to name his attacks in English for it to sound foreign to Japanese readers to make Vegeta come off as alien. However, attacks from Goku are written to sound Japanese by using kanji & hirigana.

This implies that DBS manga Vegeta did not have proper ki control until training with the Yardrats despite him being trained by Whis; the strongest godly being in the universe. How are you gonna learn god ki, but not have ki control? Because apparently in the DBS manga continuity, god ki is not about ki control like it is in the DBS anime. In the DBS anime, it explains that you raise your ki internally and keep it focused and refined. The manga version doesn't have that. Its just different ki that can't be sensed by those untrained.
So, DBS manga Vegeta was untrained in ki control until this point... Talk about a gary-stue. Goku had to learn ki control all his life then learn god ki. DBS manga Vegeta learns god ki and uses his power at the same level as Goku without ever having ki control. Then, once he gets ki control, he is depicted as stronger than Goku.
