I don't know about the actual weapons. There's definitely KaibaCorp America so maybe Gozaburo used that brcah as a loophole. Alcatraz might even be outside Japan's boundaries, so, again, Gozaburo might have found a loophole. These are both things that I'm not certain of, but regarding Kaiba's VR system, that's a system, not a weapon. Kaiba originally designed for games, so, under that premise in legalese, Gozaburo could have easily sold it AS a weapon without legal repercussions. (Also, this dude would definitely use bribery.)
Ohh that’s a great answer thank you. Then maybe it’s possible KaibaCorp marketed itself publicly as an electronics company doing things like AI, VR, robotics etc and keeping its military purposes hidden? I think the manga canon still keeps it somewhat realistic
but the anime w the KaibaCorp branded tanks ect and the whole Amelda subplot complicates it a bit.
