Touhou Wiki briefly changed ‘Chang’e’ to ‘Jouga’ for a while, and I did make a post about it, but it turned into a big debate and they have since started using ‘Chang’e’ again.

The general consensus is that since it’s not ZUN’s original character, but a well-known mythological figure, using the Western name in this case is better. For example, the Japanese name for Buddha (which appears frequently in Touhou) is ‘Hotoke’, but western translations still use ‘Buddha’. In the case of both Buddha and Chang’e, it’s a figure well-known by a certain name, with a different name in Japan. In this case, it’s probably less about ZUN’s intent for how the name should be said, and moreso just him using the name he’s familiar with for this person. And so we use the name we’re familiar with.
