The reason they're almost never shown together in canon is because Fear is way too shy to talk to Joy like a normal person. Even when he does, he's always trying to suck up to her or impress her in some way

If Fear had to have a one-on-one conversation with Joy, he'd blush, stammer and stumble over his words, not be able to look her in the eyes...

Joy's touch has the power to instantly calm Fear (as seen in "Shoes of Doom")

... and she'd love the opportunity to do it more 👀

Fear is actually a pretty good dancer, a fact that Joy is very happy to find out! (...he's just too shy to actually dance in front of the others, so when Joy tries to tell them how good he is, they don't believe her)

Joy is oblivious to Fear's feelings at first, but once she realizes how much he likes her, she falls for him just as hard

Anger: Seriously, what do you see in that guy? 🤨 Joy: He makes me laugh~! 😊

Joy is secretive about it, but she's the more jealous one in this relationship (if Fear gets even a whiff of this information, you can bet his ego will soar through the roof)

While Fear gets jealous too, his jealousy manifests as self-loathing, beating himself up for not being good enough for her: "Of course she's not interested in me - why would she be? And who am I to presume I even deserve someone as amazing as her??" etc…

...but Joy is always very good at reassuring him that she loves him the way he is.
