I think what doesn't get talked about enough is how Floch like genuinely looks up to and admires all of the top 10 in the 104th, Hange, etc. And I really think he wanted to be their friend and be part of 'the group' but the first time he got the chance to talk to any of them he was too caught up with his resentment towards Armin to make a good impression. I think that if it had been Erwin picked, the whole "it should have been Erwin" scene would have been "I'm sorry it wasn't Armin" and he would have slowly worked himself into their group and "replaced" Armin as the strategist and intellect of the group. He probably still would've become a Jaegarist, whether he convinced the rest to join him or left is another question entirely.
