Good news: Dorothy Must Die is an excellent book, would recommend, a solid like 8/10.
Bad news: I DID NOT REALIZE THAT THIS WAS THE FIRST IN A SERIES AND NOW I HAVE TO WAIT UNTIL THE SECOND BOOK COMES OUT AND I AM VERY UPSET BECAUSE I'M INVESTED AND WANT TO KNOW WHAT HAPPENS.
Non-spoilers:
This book wasn't really what I expected, and I think that made me both like it more than I thought I would but also not like it more than I thought I would. I thought it was a stand-alone (whoops), so by the end I thought I'd had closure. I'm angry there wasn't much of any, but happy it'll be a series.
I think a main sticking point to reading this book is that you have to forget about all the other Oz-related things you've read or watched. This is its own universe. If you let yourself remember that, I think you'll enjoy it more than if you're shouldered with a million comparisons.
However, that being said, while I was reading this, when the Tin Man first shows up and has the run-in with Indigo, the descriptions immediately made me think of Tim Burton. The style really fit for me as I continued to read it. I could see it becoming a movie, easily. (Whether the world needs another Oz movie, well, who knows.)
Overall: liked it!

"Backwards rivers, Dorothy knows, Lion's den, Scarecrow's nose." This feels maybe important.
...the Scarecrow is creepy. Thus living up to his name???
Forgiveness can get you places, I guess. But sometimes you need to light a fire.
