It is 100% Cotton and Machine Washable. The cotton feels like a linen. Waist measures 22.5 inches of the skirt itself. The ties length measures 24 inches for one tie. The length measures 23 inches. It was new with tags but I had to take it off because to place on my dress form. The tag did leave four pin holes in it. However those will dissipate once you wash and put in dryer.
